Term of reference

Canadian Association of Tire Recycling Agencies (CATRA)
Proposed March 2006 as replacement for Terms of Reference dated November 1999 in letter from Ken Friesen, Chairman to Chairman, RECYC-QUEBEC.

  1. Statement of Purpose
     
    • CATRA is an informal organization of provincial tire recycling agencies that seeks to enhance the effectiveness of each member’s program through the sharing of information, expertise, and resources.
       
  2. Membership
    • All provincial tire recycling programs are encouraged to participate in CATRA regardless of their program structure in two levels:
      • The “Board of Directors” of CATRA consists of either one elected or appointed member of provincial agencies/programs that are run at arms length from government, or a “senior government official” for programs run by government departments, and
      • The “Board of managers”
    • It is recognized that each member’s involvement may vary depending on their various circumstances and issue.
       
  3. Functions
  • CATRA meets periodically to consider issues affecting regional, national, or international tire recycling.
    From time to time the members of CATRA may choose to become jointly involved in such activities as:
    • Information sharing and brokering
    • National or international communication initiatives on tire recycling
    • Joint participation in research projects
    • Cooperation on tire recycling that have national or international ramifications.

Generally, the legislative mandate of provincial recycling programs restricts their authority to their provincial jurisdiction. CATRA should not contemplate terms beyond this reality such as formal lobbying activities that could attempt to make “binding decision”.

In these activities CATRA may act as an umbrella organization on behalf of participating members where it is advantageous to use a single entity.

Should CATRA undertake joint initiatives, individual members are not obligated to participate nor will their ongoing involvement in CATRA be compromised if they choose not to participate.  Members are, however, encouraged to participate to the extent to which they can.
