New legislation bans stockpiling and will clean up existing
stockpiles by end of year 2008. Burning and landfilling are now
banned by legislation. In order to stockpile tires, permits and
bonds are required.
The objective of the program is to empty 12 large and 674 small
private stockpiles with 25 million PTEs accumulated in storage
sites in Quebec by 2008 and to make the tires accessible to recycling
and reclaiming companies. By implementing this program, the Government
of Québec aims to eliminate the environmental
problems stemming from storage – at lesser cost. The program
has been set up with a view to fostering partnerships with all
public and private players and to limiting the need for government-directed
interventions.
As of July 1, 2006, seven large and 644 small
sites, totalling over 22 million PTEs had been cleaned up.
