RECYC-QUÉBEC: Quebec Program of Integrated Management of Scrap Tires
Created in 1990, the Société québécoise
de récupération et de recyclage (RECYC-QUÉBEC)
is a Quebec government corporation whose mission is to promote,
develop and encourage the reduction, reuse, recovery and recycling
of containers, packaging, materials and products and their valorization
with a view to conserving resources.
RECYC-QUÉBEC comes under the authority of the Ministre
du Développement durable, de l'Environnement et des Parcs (Quebec
ministry of sustainable development, the environment and parks).
Its affairs are administered by a representative board of directors
consisting of no more than eleven members.
The first program to reuse and recycle scrap tires was initiated
in 1993. This was funded by RECYC-QUEBEC. In 1999 a tire levy
was legislated. The seven-member Board is composed of government
appointments from municipalities, non-profit organizations, industry,
education and technical. The program mis aimed
at protecting the environment while ensuring the sound management of public funds.
It has been designed to foster partnership, develop Quebec’s leadership
in scrap tire management, to clean up all tire stockpiles to assist industry
in creating viable industries and to improve the environment for future generations.
