The
government of Manitoba initiated a government-run Used Tire Management
Program in 1992 under the Waste Reduction and Prevention Act
(WRAP). In 1995 the Tire Stewardship Board was legislated under
the WRAP Act and Tire Stewardship Regulation as an arm's length
from government corporation with three industry and two government-appointed
directors. Their mission is to effectively manage the scrap tire-recycling
program.
